Extell Development Company, a global full-service real estate developer, has announced the completion of major milestones as well as significant progress at Marina West’s master plan that includes community housing.
Extell strategically acquired approximately 70 acres in 2023 with the vision to provide essential workforce housing, community recreation, employee parking, and regional commercial opportunities to support the adjacent Deer Valley East Village (DVEV). This milestone acquisition occurred just prior to the grand opening on November 21, 2024 of the village’s first premier hotel, the Grand Hyatt Deer Valley, featuring 100 rooms out of nearly 400 dedicated to eligible service members at significantly discounted rates.
In August, Extell completed the 319-Connector Road on behalf of the Military Installation Development Authority (MIDA), which oversees the Military Recreation Facility Project Area (MRF). The 319-Connector Road enhances connectivity and traffic flow between DVEV, Marina West, Jordanelle State Park, and the development on the east side of Highway 40, also in the MRF.

This new roadway is open, including bike and walking paths, to the public and facilitates swift access to and from the site, provides additional emergency routes, and ultimately will reduce traffic congestion. Regional utilities were also installed beneath the road when constructed.
“The completion of the 319-Connector is a pivotal step to enhancing the connectivity of Deer Valley East Village and its future, critical workforce with a housing community,” Gary Barnett says, Extell’s Founder & President.
Extell donated an additional parcel within Marina West to MIDA enabling the authority to develop government offices, community support service, or other public space for the region. The donated parcel is a prime commercial site, just over two acres, and is strategically located off RR 319 for convenient public access. The donation, recorded last week, was in addition to approximately 30 acres of recreational land that was deeded to MIDA during Marina West’s closing in 2023.
In addition to MIDA’s development of recreation and public offices, Extell is constructing a sizable parking lot, 615+/- spaces, for hotel, condominium, and village employees. The construction of this parking lot is critical for future employees’ easy access that ultimately ensures exceptional service experience for DVEV guest and local patrons. In addition, MIDA has begun working with regional contractors to import dirt to develop recreational fields and base pads for courts.
“The recreation area we are developing will serve the entire community, including our service members and all guests of the Grand Hyatt Deer Valley, plus the parking facilities are vital for supporting DVEV’s anticipated luxury service levels,” Paul Morris explains, MIDA’s executive director.
In innovative fashion, Extell contracted renowned architecture firm Kohn Pedersen Fox (KPF) to expand workforce housing and further integrate neighborhood retail, and food and beverage, with the Marina West community. KPF is supported by global retail consultant Murray Twohig which is developing the sense of place and programming of DVEV’s commercial.

Working with MIDA, KPF, and Murray Twohig, Extell is focused on designing and developing 660 to 870 residences, translating to approximately 1,800 to 2,400 beds. Marina West’s master plan is being enriched to include local attractions, including ideas such as a fitness center, movie theater, aquatics center, brewery restaurant, national outdoor retailers, and other essential local businesses.
“The development of workforce housing is crucial for DVEV’s growth as a luxury resort,” Kurt Krieg says, Extell’s EVP of Resort Development. “Our critical employees are the backbone of our success, and the new commercial offerings will deliver what a thriving, year-round community housing neighborhood needs.”
It is expected that the master plan and the phase 1 site plan will go before MIDA’s Design Review Committee in the first quarter of 2026. Currently, the workforce housing and commercial pads are paved and being utilized for temporary construction parking for DVEV projects.
