The NOAA just released its outlook for March in the USA.
This outlook favors below-normal temperatures to stretch from the Alaska Panhandle and Pacific Northwest through the Middle and Upper Mississippi Valley.
Wetter than usual conditions are also favored in the Northern Rockies and Southeast.
Odds are tilted towards warm and dry conditions in their forecast for March through May from California through the Southern Plains, which could intensify drought concerns for the region.
