How Off Was NOAA’s Winter 2015 Outlook for the USA? Last Fall, NOAA created outlooks for both precipitation and temperatures in the USA. Their models strongly reflected El Nino patterns as an El Nino was expected to show up. El Nino didn’t end up showing up until last week. What NOAA did get right was a warmer than average West. This translated into above average temperatures for much of the winter along with rain in the place of snow when precipitation moved in.
