NOAA just released their outlook for April 2015 in the USA. They also released the above video discussing their Spring outlook for the USA. The precipitation outlook is showing above average precipitation in April for Utah, Colorado, Newmosico, Texas and the Southeast. Below average precipitation is forecast for the Pacific Northwest and the North Central region of the USA.
