NOAA Forecast Discussion Excerpts:

LONG TERM...Wednesday through next weekend...
Focus is still on the Thursday to Friday atmospheric river, with
the models continuing to slow the timing down. Confidence is
increasing that the upper low ahead of it will get drawn in with
additional moisture. Behind it, strong high pressure is expected to
develop that will result in quiet weather that may last through the
end of the month. The details...

The bulk of the rainfall is expected to occur Thursday night into
Friday morning with the best moisture and good forcing. Snow levels
will start high, near 10000 feet, then possibly drop to near 6000
feet on the back side. Most of the precip will occur ahead of the
front so impacts to passes will be minimal except the highest ones
(those above 8000 feet). Much cooler Friday as the precip tapers to
showers.
